A volunteer with a Mississauga mayoral candidate was threatened with a knife while installing a sign, and a man has been arrested and charged. A departing Delta Air Lines jet "clipped" an Air Canada plane that arrived from Toronto at Los Angeles International Airport on Tuesday. The U.S. Federal Aviation Administration (FAA) said it was investigating the incident, which occurred at 10:30 a.m. local time.

According to the FAA, Delta Flight 7, an Airbus A350, was taxiing for departure when its left wingtip "clipped" the horizontal stabilizer of Air Canada AC 785, a Boeing 777. The FAA added that the Air Canada plane was being towed when it stopped short of its gate.

In separate statements, both airlines confirmed the two planes "made contact," and no injuries were reported. Delta said there were 275 customers and 15 crew members on board its plane at the time, and apologized to customers for the experience and delay. Air Canada said it was taking the plane out of service for inspection and repairs, while Delta said its maintenance crews and airport teams would assess the aircraft.

8. Ontario Refers Private Career College OSAP Concerns to OPP

Source: CP24

Ontario has referred the issue of student financial assistance payments at private career colleges to the provincial police after preliminary audit findings identified "serious concerns," the government said Tuesday. Colleges and Universities Minister Nolan Quinn said in a statement that the ministry launched targeted inspections of career colleges last year and in August had KPMG begin an audit.

"While that work is ongoing, preliminary findings have identified serious concerns about the integrity of the OSAP system in the private post-secondary sector," he wrote. He listed concerns including common ownership, the involvement of immigration services firms, co-location between private career colleges and immigration recruitment or immigration services firms, inadequate student validation and verification of course enrolment and outcomes, and unusually high concentrations of OSAP applications submitted from the same geographic locations.

The government notified the auditor general last week and has also referred the matter to the Ontario Provincial Police, Quinn wrote. The Canadian Press has reported that the total of provincial grants sent to students at just seven career colleges in 2024-25 was about $385 million, the same amount that went to students at all of Ontario's publicly funded colleges. The government has paused all OSAP payments for career college students while the audit is ongoing, throwing the entire sector into uncertainty. Career Colleges Ontario, which represents the sector, said the delays are causing significant disruption and that it was instrumental in bringing the concerns forward, adding that it is not fair that students who have done nothing wrong are being impacted.

9. Second Canada Grocery Benefit Payment Goes Out Ahead of Thanksgiving

Source: CP24

Eligible Canadians began receiving their second payment on Monday under the new Canada Groceries and Essentials Benefit. Previously known as the GST/HST credit, the quarterly payments for lower-income Canadians can range from a few hundred dollars to nearly two thousand dollars annually, depending on income, marital status and the number of children in a household.

A single individual without children, for example, can receive up to $679 a year, while those with four or more children can receive up to $1,826. Meant to help offset the rising cost of living, the payment comes as the annual inflation rate stood at three per cent in August. CTVNews.ca is asking readers whether the payment helps them or their families make ends meet ahead of Thanksgiving.

10. U.S. Suspect Charged With Conspiracy in Tumbler Ridge Mass Shooting

Source: CP24

A 30-year-old from western Washington state has been arrested and charged in connection with the mass shooting at Tumbler Ridge Secondary School in British Columbia earlier this year. James Cody Bryant helped 18-year-old Jesse Van Rootselaar with plans to livestream the carnage and helped the shooter review plans for the violence, the U.S. Department of Justice has alleged.

The U.S. Department of Justice announced the development in a brief statement Tuesday morning. At a news conference in Seattle, Acting U.S. Attorney Neil Floyd and representatives from the FBI and RCMP in Seattle shared more information. Bryant initially met Van Rootselaar on a now-defunct random chat site, and the pair kept in contact via Discord, which reported the conversation to authorities shortly after Van Rootselaar committed the Feb. 10 mass shooting, according to U.S. authorities.

A criminal complaint from the FBI alleges that Bryant provided money and planning support to Van Rootselaar in the months leading up to the attack, and it includes numerous chat logs of the pair's conversations. Bryant was arrested Tuesday morning in Bellingham. On Feb. 10, Van Rootselaar shot her mother and half-brother at their family home before making her way to the high school, where she killed five students and an educational assistant, then died by suicide.
