Amazon.ca has the AMBOR 17.3-inch anti-theft laptop backpack for $39.99 CAD (list $66.99, 40% off). Free shipping for Prime members; otherwise free on orders over $35.
A 17.3-inch gaming laptop fits, and the external size — 19.5 x 12.5 x 5.3 inches — is tight enough to pass as a personal item on flights. It survived two long-haul trips with near-constant opening and closing under the seat in front.
The main compartment uses metal zippers with a three-digit combination lock that clamps both pulls together. There's a hidden zippered pocket against your back for a passport and wallet. S-shaped padded straps with a chest buckle spread the weight, and a luggage strap on the back lets you slide it over a suitcase handle at the airport.

On the side there's an external USB port and a headphone jack: keep the power bank inside the bag, plug your phone in outside. Note that no power bank is included — you supply your own.
One design quirk worth knowing: the internal charging cable is an older connector style, and plenty of owners just cut it out and run their own cable through the port. Doesn't affect the bag itself. Empty weight is 0.8 kg, fine for commuting, school or travel. 4.6 stars over 11,000+ reviews and ninth in its category — one reviewer ruined a first bag, compared alternatives, and bought the same one again.
